01 · THE FRAMEWORK

How procurement is governed

Public purchasing in Uganda runs under a single legal framework. The Public Procurement and Disposal of Public Assets Act sets the rules every government body must follow when it buys goods, works or services, and the PPDA Authority oversees compliance across procuring entities.

Each government entity plans its purchases for the financial year (which runs from July to June) and publishes a procurement plan showing what it intends to buy, under which procurement method, and when. Those plans are the earliest reliable signal of upcoming opportunities.

02 · WHERE TENDERS APPEAR

Where tenders are published

Uganda runs an official electronic government procurement portal, e-GP, where procuring entities post tender notices, addenda, award notices and contract information. Annual procurement plans and, for some entities, notices in newspapers and official bulletins add to the picture.

Reading this landscape well takes more than monitoring one notice board: plans, notices, deadlines and clarifications arrive across many entities at different times. That is the intelligence layer Tender Broker maintains for its clients.

Most public tenders are awarded through open bidding. Direct single sourcing is different: within the procurement framework, an entity may award a contract directly to one provider — typically for specialised goods, urgent needs, or when only one source can deliver.

Because the outcome rests on one relationship rather than a crowded bid field, preparation matters more, not less. The client who arrives with verified company credentials, the right compliance pack and a clear understanding of the requirement is the one an entity can actually award to.
